Alberta Municipal Affairs

The First Nations Tax Commission and the Alberta Ministry of Municipal Affairs  signed a memorandum of understanding (MOU) to share information used to prepare assessments with First Nations in Alberta. The MOU serves to provide a framework for understanding and cooperation in formalizing the approach to share information with First Nations who are implementing property taxation in Alberta.

Association on American Indian Affairs (AAIA)

AIIA works to advance the interests of American Indian tribes. Specifically, AIIA advocates for smart, sound development on tribal lands and shaping and informing public policy on this issue including advocating for efficient infrastructure on tribal lands to support economic growth. FNTC, the Tulo Centre of Indigenous Economics and AIIA support renewing indigenous economic institutions as a strategy to facilitate investment and economic growth on indigenous lands.

BC Assessment (BCA)

BCA is a provincial Crown corporation that produces independent, uniform and efficient property assessments on an annual basis for all property owners, including over 50 First Nations in British Columbia. FNTC and BCA formed a working relationship to having ongoing dialogue in exploring opportunities that will foster, enhance, or otherwise facilitate First Nations’ property assessment taxation systems.

Canadian Energy Pipeline Association (CEPA)

CEPA is dedicated to establishing the pipeline industry as leaders in operation and environmental stewardship. FNTC and CEPA will foster and encourage an effective working relationship on real property taxation issues, improved communications, and the creation of a better understanding of the issues facing the pipeline industry and First Nation tax authorities.

Canadian Property Tax Association, Inc (CPTA)

CPTA is a national organization providing a forum for the exchange of ideas and information relating to both commercial and industrial property tax issues arising across Canada. FNTC and CPTA have agreed to continue to meet from time to time, with a view to maintaining an open dialogue concerning First Nations property taxation, and property taxation in general.

Consensus Building Institute and the M.I.T. Harvard Public Disputes Program (CBI and MIT-PDP)

CBI works to promote the fair, efficient, wise and stable resolution of disputes through mediation, training and evaluation. MIT-PDP works to replace “win-lose” outcomes with “all-gain” solutions to the highly controversial and complex problems of public policy making. FNTC, CBI and MIT-PDP have formed a working relationship and are committed to ongoing dialogue on ways to support one another’s missions, goals and programs.

First Nations Alliance 4 Land Management (FNA4LM)

FNA4LM provides a communication link between First Nations land managers, training and expertise in the area of land management and supports a system that will assist First Nations interested in land management function. FNTC and FN4LM are committed to working together to sharing information regarding best practices that can be applied to the delivery of education programs and the transfer of knowledge.

First Nations Finance Authority (FNFA), First Nations Financial Management Board (FMB) and Lands Advisory Board (LAB)

The FNTC, FNFA, FMB and LAB are committed to respecting each other’s individual legislative, political, technical and organizational mandates, as well as to work in a co-operative and mutually supportive manner to facilitate opportunities for greater economic development and growth for First Nations communities.

First Nations Tax Administrators Association (FNTAA)

The FNTAA promotes and supports programs, policies and procedures which will aid First Nations to develop and administer effective and efficient taxation and related revenue generating programs. The FNTC and FNTAA are committed to ongoing dialogue on ways to support best practices in the exercise of First Nations property tax jurisdiction, the FMA objectives and the purposes of the FNTAA.

Institute of Liberty and Democracy (ILD)

ILD is interested in supporting the development of indigenous property rights systems that are compatible with efficient markets. FNTC and ILD have formed a working relationship to support each other to further their shared values and objectives relating to indigenous property rights.

Land Title and Survey Authority of British Columbia (LTSA)

LTSA is an independent corporation established by provincial statute for the purposes of managing, operating and maintaining the land title and survey systems. FNTC and LTSA have formed a working relationship to work together to promote a better understanding of land title and survey systems.

National Aboriginal Lands Managers Association (NALMA)

NALMA was created to enhance the professional development and expertise in the functions of Lands Management and to facilitate networking links to assist First Nations interests in various lands management functions. The FNTC has established a working relationship with NALMA to share information regarding best practices that can be applied to the delivery of education programs and the transfer of knowledge.

Centre for First Nations Governance (CFNG)

CFNG develops programs and services to support First Nations in their efforts to implement their inherent rights of self-governments and assists First Nations to develop and exercise their jurisdictional authorities to create good government. FNTC and CFNG have formed a working relationship to have ongoing dialogue in exploring ways the institutions may support each other in fulfilling the purposes of the FMA and the CFNG.

National Energy Board (NEB)

NEB promotes safety, security, environmental protection and efficient energy infrastructure. In its role as an energy regulator, the NEB conducts public hearings in accordance with the rules of natural justice. FNTC and NEB have formed a working relationship to share information and experiences pertaining to the conduct of public hearings and to create a better understanding of the issues pertaining to the energy industry and First Nations taxation.

National Intertribal Tax Alliance (NITA)

NITA is a national organization created to assist Tribal governments advance and implement their inherent taxation jurisdictions through education on taxation issues and economic development matters. FNTC and NITA have formed a working relationship to share information related to the tax jurisdictions of First Nations and Tribes, and to explore how to develop and provide model taxation laws for Tribal and First Nation governments that support best practices in their respective legal frameworks.

Indigenous Law Centre of Canada at the University of Saskatchewan (ILC)

ILC assists in the development of the law and legal system in Canada to preserve and sustain Aboriginal and Treaty rights. FNTC and ILC have formed a working relationship to publish the First Nations Gazette which publishes laws and by-laws enacted under s83 of the Indian Act and the FMA.

Natural Resources Canada – Surveyor General Branch (SGB)

SGB is responsible, subject to the direction of the Minister of Natural Resources, to manage all surveys on Canada lands, and to maintain all the original plans, journals, field notes and other papers connected with those surveys. FNTC and SGB formed a working relationship to further the design of the federal Torrens Registry and develop the survey components required for the First Nations Property Ownership Act.

Tulo Centre of Indigenous Economics (Tulo)

Tulo was created to provide training and research that supports investment facilitation on First Nation and indigenous lands to First Nations. FNTC and Tulo formed a working relationship to provide certified training to tax administrators and work together to develop new curriculum and research in areas of tax administration, public finance and economics.

Thompson Rivers University (TRU)

TRU is a University located in Kamloops, BC that recognizes the value of building capacity to administer First Nation tax systems as well as increasing the understanding of First Nation fiscal, economic and public policy issues. FNTC and TRU have formed a working relationship to work together with the Tulo Centre of Indigenous Economics to deliver accredited courses and programs in First Nation tax administration, First Nation economics and First Nation public finance.

Union of Ontario Indians (UOI)

The Union of Ontario Indians was formed in 1949 to advance the collective political aspirations of its member communities for title, rights and jurisdiction. The UOI has facilitated the exercise of the inherent jurisdiction of the Anishinabek First Nations and has begun to work with its member communities and the government of Ontario to explore options to develop a plan to create a gasoline and tobacco tax compact.
